You may find https://condonskelly.com to be on avg 5-20% than Hagerty. At least they have been over the last 5-6 years insuring my bikes, They are in Jersey but do cover PA. Easy to do business with with many good features on their policies.
Hagerty is the standard the rest are measured against but dollar for dollar if you do not want the magazine, club membership, tow service etc. and you do not need to ride each bike 5000+ miles a year https://condonskelly.com will be less costly for multiple bikes in my experience.

At the moment they have normal Pennsylvania registrations, although all of them should qualify for antique licenses. I'm not sure changing their registrations would be worthwhile, or if that would have an impact on their selling price.
