R100RT oil cooler issue

Fellow Heads, greetings.
I have never felt my oil cooler get even warm on my 84 R100RT..even hottest days of July-Aug.
I have examined the heat sensor bottom section housing  ( 11421335378 ) and it is pristine clean. 
The control valve moves fine...no binding. Nothing looks remiss. 
Any idea what may be wrong?  Bike runs great, no indication of oil pressure issues.
