R27 lower shock bushing replacement

Airheads,
Does one press out the bushing the rubber assembly replaces? The outer metal circle around the rubber perfectly matches the ID of the shock. The outer bushing ring is tapered on one side. Looks like it is pressed in while possibly pushing out the old outer ring.
Anyone know the proper process? Any help/ideas much appreciated.
