Alan, did you not just say:
"a former NY State Police Motor Officer said that molded earplugs were
legal in Maryland"?

I have NEVER heard ear plugs are illegal anywhere when riding a motorcycle
and have never been questioned about using them at any time.

On the contrary if you DON"T use them you WILL slowly lose your hearing due
to the wind noise about your helmet.
